We can NOT use RDP; is there any way we keep agent machines online/unlocked continually?
One time we can login manually to agent machine and make agent idle, after that will just minimize or restore down the machine, is should not locked. it should be online continuously.
Note: we have some restriction to use RDP--
do you have some idea how we can do that?

Trying to understand better - so Dex setup is in place, and you don't want to use RDP. That means CI/CD is not possible, and even unattended execution is not possible.
Because all these use RDP to log in to the VM based on the credentials you provide.
I suggest you use only attended execution in the minimised window.
For that you asked how we can make sure that it's not automatically locked, then you need to update the group policy editor --> session time limits or if it's a local one, you can use this - Interactive logon: Machine inactivity limit" to 0 seconds.
