Formatting a Buffer

I have a buffer containing multiple values separated by apostrophes on each side and a comma in between apostrophes. Here is an example of the buffer in its current state: [','asdf','yopu','hjlk','ypui','wert] I need to change the format of the buffer so that there is only one leading apostrophe and one ending apostrophe.  This is the needed format: [‘asdf’,’yopu’,’hjlk’,’ypui’,’wert’]. As you can see in the current state, there is an unwanted apostrophe and comma at the beginning of the buffer while at the end of the buffer, there needs to be a comma. Please let me know how to do this.
